GET/api/retire/decommission/quarantine

audit access

The quarantine inventory.

#14: paged in SQL with a LIMIT/OFFSET page; the body stays a bare array of QuarantineEntry (backward-compatible) and the filtered total travels in the X-Total-Count header. Both the status = 'Quarantined' predicate (previously applied in Rust by the engine's get_quarantine_inventory) and the principal's site scope (previously retain_site_scoped over a fetch-all) are pushed into SQL so the page and the total describe the same set. Ordered soonest-expiring first with the unique id tie-breaker.
